Resolution illegal- CTU

The Ceylon Teachers Union (CTU) criticized the decision taken on performing principals, by the chief ministers at the 27th Chief Ministers’ Conference held at Marawila last Saturday.

“It was decided by the CMs that principals who had been employed for more than 3 years, made permanent. This is a gross violation of circulars issued by the Education Ministry as well as the Public Services Commission (PSC),” said CTU General Sec. Joseph Stalin.

“Chief Ministers have no authority to make decisions regarding the appointments,” he told Daily Mirror.

“This decision is a clear violation of the circular 4/3 (I) issued by the PSC on September 2, 2005. The circular states that only the Education Ministry Secretary has the authority to take decisions pertaining to appointments to the Principal Service,” he said. The decision also violates the circular 2000/34 of Education Ministry.

“Since they do not have the authority to take such a decision the decision taken by the chief ministers is illegal,” he added.

He said that more than  1000 officials qualified through the examination in ‘06 were still awaiting appointments and urged to recruit the remaining qualified officials without destroying the sector.
