GEDSI Policy Researcher/Consultant

  1. Background

TISL is conducting a rapid Gender Equality, Disability and Social Inclusion-focused assessment of National Anti-corruption Action Plan- Sri Lanka 2025-2029. The assessment will examine the extent to which the Action Plan addresses and accommodate in its implementation, accessibility, inclusion, responsiveness, and meaningful participation of diverse marginalized and vulnerable communities in anti-corruption governance. The findings will inform evidence-based policy recommendations, a GEDSI-integrated implementation, evaluation and learning framework.

TISL is therefore seeking a qualified GEDSI Policy Researcher/Consultant to undertake this assignment.

 

  1. Objective of the Assignment

Conduct a rapid GEDSI-focused policy assessment of the National Anti-Corruption Action Plan and develop practical recommendations to addresses and accommodate in its implementation, accessibility, inclusion, responsiveness, and meaningful participation of diverse marginalized and vulnerable communities in anti-corruption governance.

The consultant will also support the development of a GEDSI- integrated implementation, evaluation and learning framework and contribute technical inputs to stakeholder consultations and advocacy.

 

  1. Scope of Work

The consultant will be expected to:

  1. Review the National Anti-Corruption Action Plan through a GEDSI lens, with attention to among others, gender equity, disability inclusion, social inclusion, accessibility, participation, and responsiveness to marginalized communities.
  2. Identify gaps, risks, and opportunities within the implementation of the Action Plan in relation to inclusive governance, anti-corruption reporting, access to remedies, public participation, institutional accountability, and protection of vulnerable groups.
  3. Conduct a rapid desk review of relevant national and international standards, policies, commitments, and good practices on GEDSI and anti-corruption governance.
  4. Develop evidence-based policy recommendations to ensure the implementation and evaluation of the National Anti-Corruption Action Plan implementation is inclusive.
  5. Develop a GEDSI-integrated evaluation and learning framework.
  6. Provide technical support for three stakeholder consultations, the input of which will be reflected in the final deliverables.

 

  1. Key Deliverables

The consultant will be required to produce the following deliverables:

  1. Inception note setting out the consultant’s proposed methodology, workplan, analytical framework, and structure of the assessment.
  2. Rapid GEDSI-focused assessment of the National Anti-Corruption Action Plan.
  3. Policy recommendations on strengthening accessibility, inclusion, participation, and responsiveness within the implementation and evaluation of the Action Plan.
  4. GEDSI-integrated MEL framework with practical indicators, questions, and suggested tools for assessing inclusive implementation.
  5. Technical inputs for three stakeholder consultations in Colombo, including guiding questions, facilitation and integration of findings.
  6. Final consolidated report.

 

  1. Methodology

The assignment should adopt an evidence-based methodology, which may include:

  • Desk review of the National Anti-Corruption Action Plan and related policy documents;
  • Review of relevant GEDSI, anti-corruption, public participation, disability inclusion, and accountability policies and standards;
  • Key informant discussions or targeted consultations, as required;
  • Inputs from three stakeholder consultations;
  • Practical analysis focused on implementation, evaluation and advocacy.

The consultant is expected to work closely with TISL’s team throughout the assignment.

 

  1. Duration and Timeline

The consultancy will be for 20 working days, to be completed between mid-July to September 2026.

A detailed workplan will be agreed upon with the selected consultant.

 

  1. Required Qualifications and Experience

The consultant should have:

  • A postgraduate qualification in gender studies, social sciences, public policy, development studies, human rights, or another relevant field;
  • Demonstrated experience in GEDSI analysis, policy research, governance, anti-corruption, or related areas;
  • Strong understanding of diversity and inclusion and community participation in governance within the context of Sri Lanka;
  • Experience conducting policy assessments, stakeholder consultations, and producing policy recommendations;
  • Strong analytical, writing, and communication skills;
  • Proficient in both English and Sinhala
  • Familiarity with Sri Lanka’s anti-corruption, governance, accountability, or public administration context will be an added advantage;
  • Ability to produce clear, practical, and advocacy-oriented outputs within tight timelines.

 

  1. Reporting and Coordination

The consultant will report to TISL’s internal project focal point. Regular check-ins will be scheduled to review progress, provide feedback, and ensure alignment with project objectives and requirements.

All deliverables must be submitted in English.

 

  1. Payment

Payment will be made upon satisfactory completion of agreed deliverables, based on contractual terms.

 

  1. Application Process

  2. A financial proposal indicating an all-inclusive fee for a maximum of 20 working days
