CIABOC Must Act on President’s Allegations – TISL

Transparency International Sri Lanka (TISL) calls on the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) to consider the statement of the President in its ongoing investigation into allegations of attempts to bribe members of parliament. The President’s acknowledgement in an interview with the Daily Mirror last week, that vast sums of money had been solicited and offered to MPs in exchange for their allegiance, underscores the importance of a comprehensive and timely investigation by CIABOC. TISL has formally provided the recording of the President’s statement to CIABOC.

On 28 November, TISL provided a detailed statement to CIABOC pursuant to a complaint regarding alleged attempts to bribe MPs, highlighting that the contents of telephone conversation recordings shared with the media recently by Palitha Range Bandara MP, clearly indicate an offence under Section 14 of the Bribery Act.

Speaking on the most recent development, TISL Executive Director Asoka Obeyesekere said, “the remarks made by the President during this interview give weight to the initial complaint filed by TISL. Whilst the President states that he will never support the bribing of politicians, he acknowledges personal knowledge of bribes being demanded, which is indicative of a potential pattern of criminal activity involving politicians and clandestine political intermediaries”. TISL calls on the President to voluntarily provide a statement to CIABOC, thereby upholding his own commitment to transparency and accountability.

Furthermore, during the interview the President also alleged that attempts were made in the past to undermine investigations undertaken by Commissions of Inquiry. Obeyesekere added, “if such obstruction has occurred, the President must as the appointing authority of these Commissions of Inquiry, inform law enforcement agencies, for them to investigate and take the necessary steps to ensure the integrity of the Commissions”.

ජනපතිගේ චෝදනා මත අල්ලස් කොමිසම ක්‍රියා කළ යුතුයි – TISL

පසුගිය දින ජනාධිපතිතුමා විසින් කරන ලද ප්‍රකාශය අවධානයට ලක් කරන මෙන් ට්‍රාන්ස්පේරන්සි ඉන්ටනැෂනල් ශ්‍රී ලංකා (TISL) ආයතනය අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිසමෙන් ඉල්ලා සිටිති. Daily Mirror පුවත්පත සමඟ පසුගිය දින පැවති සම්මුඛ සාකච්ඡාවකදී, පක්ෂ මාරු කිරීම සඳහා විශාල මුදල් ප්‍රමාණයක් පාර්ලිමේන්තු මන්ත්‍රීවරුන් ඉල්ලා සිටීම පිළිගනිමින් ජනාධිපතිතුමා කළ ප්‍රකාශයෙන්, අල්ලස් කොමිසම විසින් විධිමත් හා කාලීන විමර්ශනයක් පැවැත්වීමේ වැදගත්කම පිළිඹිඹු වන්නේය. එම සම්මුඛ සාකච්ඡාවේ අදාල පටිගත කිරීම TISL ආයතනය විසින් අල්ලස් කොමිසමට ලබාදී ඇත.

නොවැම්බර් 28 දින අල්ලස් කොමිසමට ඉදිරිපත් කළ පැමිණිල්ල සම්බන්ධයෙන් ප්‍රකාශයක් ලබා දෙමින්, TISL ආයතනය පෙන්වා දුන්නේ මෑතකදී පාර්ලිමේන්තු මන්ත්‍රී පාලිත රංගේ බණ්ඩාර මහතා විසින් මාධ්‍යයට ඉදිරිපත් කළ දුරකථන ඇමතුම් පටිගත කිරීම් වල අඩංගු කාරණා සලකා බැලු විට, අල්ලස් පනතේ 14 වන වගන්තිය යටතේ දඬුවම් ලැබිය හැකි වරදක් සිදු වී ඇති බවයි. එනම් පාර්ලිමේන්තු මන්ත්‍රීවරුන්ට අල්ලස් ලබා දීම හෝ පාර්ලිමේන්තු මන්ත්‍රීන් විසින් අල්ලස් ලබා ගැනීමයි.

මේ පිළිබඳව අදහස් දැක්වූ TISL ආයතනයේ විධායක අධ්‍යක්ෂ අසෝක ඔබේසේකර මහතා පැවසුවේ – “ජනාධිපතිතුමා කළ ප්‍රකාශයෙන් TISL ආයතනය විසින් ඉදිරිපත් කර පැමිණිල්ල තවත් සනාථ වී ඇත. ජනාධිපතුමා ඔහු විසින් කිසිදිනකවත් දේශපාලනඥයින්ට අල්ලස් ලබා දීම අනුමත නොකරන බව පවසන අතර, මෙවැනි අල්ලස් ඉල්ලීම පිළිබඳව එතුමා පුද්ගලිකව දැනුවත් බවද ප්‍රකාශ කරන්නේය. මෙයින් ඉස්මතුවන්නේ දේශපාලනඥයින් හා අභිරහස් දේශපාලන අතරමැදියන් සම්බන්ධවූ සාපරාධි ක්‍රියාවලි රටාවක් සිදු වී ඇති බවයි”.

එමෙන්ම, විමර්ශන කොමිසම් නිලධාරීන්ට බලපෑම් කිරීම පිළිබඳවද එම සම්මුඛ සාකච්ඡාවේදී ජනාධිපතිතුමා චෝදනා එල්ල කළේය. වැඩිදුරටත් අදහස් දක්වමින්, ඔබේසේකර මහතා පැවසුවේ – “මෙලෙස බාධා එල්ලකිරීම් සිදුවී ඇත්නම්, විමර්ශන කොමිසම් පත්කරන බලධාරීයා ලෙස, ජනාධිපතිතුමා නීතිය ක්‍රියාත්මක කරන ආයතන දැනුවත් කල යුතුයි. එවිට එම ආයතනයන්ට විමර්ශන පවත්වා, අදාල පාර්ශවයන් නීතිය හමුවට පමුණුවා, එම කොමිසම් වල විශ්වාසනීයභාවය සුරැකිය හැකිය”.
