The Parliamentary Council comprises Speaker Chamal Rajapaksa, Opposition Leader Ranil Wickremesinghe and Prime Minister D.M. Jayaratne as ex officio members. Besides, Mr. Wickremesinghe has appointed MP D.M. Swaminathan as his representative while the Prime Minister has appointed MP A.H.M. Azwer as his nominee.
Mr. Wickremesinghe and Mr. Swaminathan continue to boycott meetings of the Council as a mark of protest. The Council was established under the 18th Amendment to the Constitution enacted in Parliament last year. Earlier, the appointments to the independent commissions were made by the Constitutional Council that consisted of ten members including the Speaker, the Opposition Leader and the Prime Minister.
