Project Coordinator

Facilitating Civil Society Engagement in the Development and Monitoring of the Open Government Partnership 2 year National Action Plan.

Transparency International Sri Lanka (TISL) is seeking suitable candidates to join its team in implementing a new project, “Facilitating Civil Society Engagement in the Development and Monitoring of the Open Government Partnership 2 year National Action Plan.”

On 28th October 2015 Sri Lanka became the 68th member country of the Open Government Partnership (OGP) initiative. The OGP requires that member countries develop National Action Plans (NAPs) through dialogue and the active engagement of government and civil society. TISL will play a lead role in convening a coalition of civil society organizations in the development of Sri Lanka’s National Action Plan, and in developing and implementing a monitoring mechanism to measure progress.

The duration of the project is 12 months. The position is based in Colombo with frequent travel to all parts of Sri Lanka.

Duties and responsibilities:

The project coordinator will be responsible for the coordination and implementation of all project activities, and the achievement of the project results, under the direction of the Executive Director.

A. Developing Sri Lanka’s OGP National Action Plan

  • Organize and impart information on the OGP and the NAP development process to Civil Society Organizations (CSOs)
  • Mobilize and provide leadership to an island-wide coalition of CSOs
  • Devise and implement a Civil Society collaboration methodology for the OGP NAP, resulting in the creation of a Civil Society draft National Action Plan
  • Develop a task list and timeline for the collating of civil society feedback in consultation with partner organizations
  • Organize and carry out public consultation at field level
  • Establish and maintain regular contact with government OGP focal point and facilitate CSO interaction with OGP focal point
  • Respond to draft commitments published by government in a consultative manner
  • Collate all feedback to form and finalize a Civil Society draft National Action Plan

B. Monitoring NAP implementation

  • Oversee design of a web platform for tracking NAP progress, and the development of a scoring system to monitor the implementation of NAP commitments
  • Ensure regular media coverage of the development and implementation progress of NAP, monthly press conferences, articles, and quarterly reports on NAP process

Competencies:

  • Proven facilitation, team-building and communication skills
  • Supports and promotes an enabling environment for open communication
  • Effectively networks with partners and establishes strong relationships
  • Consistently approaches work with a positive, constructive attitude
  • Works well under pressure and adheres to set deadlines

Qualifications:

  • An advanced degree in Public Administration, International Relations or related field from a recognized university
  • At least 5 years of experience in project management and coordination
  • Comprehensive knowledge in the theories of good governance and anti-corruption
  • Practical knowledge of governance mechanisms and structures in Sri Lanka
  • Experience developing monitoring and evaluation frameworks
  • Experience in handling of web-based management and database systems
  • Ability to compile policy documents and project reports
  • Fluency in English (written and spoken) and either Sinhala or Tamil required
  • Ability to travel around the country required

Project Assistant

Duties and responsibilities:

The project assistant will be required to support the project coordinator in the implementation of project activities.

  • Provide operational and coordination support for implementation of project activities
  • Provide secretarial assistance in preparation of documents, guidelines and follow up
  • Assist in collation and compilation of data and information from partner organizations
  • Support organization of consultations and meetings, including logistic assistance such as travel arrangement, hotel booking etc.
  • Organize and systematize documentation and reference materials, including preparing abstracts of reports and maintaining proper record of important files including project specific documentation and minutes of the project meetings
  • Perform any other tasks assigned by the Project Coordinator

Competencies:

  • Ability to organize and prioritize work independently
  • Strong interpersonal skills including ability to operate effectively across organizational boundaries
  • Consistently approaches work with energy and a positive, constructive attitude
  • Demonstrates openness to change and ability to manage complexities

Qualifications:

  • An Bachelors degree in Social Sciences, Law, or related field from a recognized university
  • At least 3 years of experience in project management and coordination
  • Sound knowledge and experience in project financial management
  • Ability to draft project reports and presentations
  • Experience in supporting information technology-driven projects an advantage
  • Fluency in English (written and spoken) and either Sinhala or Tamil required
  • Ability to travel around the country required
