TISL Highlights Two Key Issues on COVID-19 Vaccine Rollout

The rollout of the Oxford Astra Zeneca vaccine for emergency use by the Government of Sri Lanka gives rise to an issue on the availability of sufficient information for the general public about the COVID-19 vaccination programme in Sri Lanka.

There are two key concerns regarding the process.

  • First, the public needs assurance that a proper screening is conducted of the vaccines obtained.
  • Second, the procurement and distribution process must be transparent and accountable.

As raised in its statement on International Anti-Corruption Day on the 9th of December last year, TISL re-iterates the crucial need to implement measures to prevent corruption and build trust in the vaccine procurement and distribution process.

TISL’s Executive Director, Attorney-at-law Nadishani Perera noted “We acknowledge the Government’s efforts to begin the vaccine roll out at the earliest and at high speed and the efficient dissemination of the vaccines to the frontline workers during the last three days. However, it is essential for the Government to note that the COVID-19 vaccine is a critical, lifesaving, massive scale intervention that is highly vulnerable to corruption worldwide. Thus, it becomes greatly important to take all necessary steps to eliminate the opportunities for corruption and to ensure transparency throughout the process, thereby building public trust and public accountability.”

The United Nations Office on Drugs and Crime (UNODC) in a recent policy paper identifies the various points in the manufacture, allocation and distribution stages of the COVID-19 vaccines which are susceptible to corruption risks ( This paper highlights the importance of maintaining transparency by providing information to the public about the procurement process, criteria for priority vaccine recipients and the vaccination program. It also makes recommendations which can be adopted by public institutions for the identification and mitigation of such corruption.

Sri Lanka received the first batch of Oxford-AstraZeneca’s COVISHIELD Covid-19 vaccines from India on the 28th of January and the vaccination drive was initiated among the frontline healthcare workers and armed forces from January 29th. It has also been reported that Sri Lanka plans h vaccines and that China plans to donate the Sinopharm vaccine to Sri Lanka. However, no information is available about the procurement processes that are being followed, including information about the nature of the agreement and the medical approvals for the respective vaccines.

There is insufficient information about the Government’s plan to vaccinate the general public made available on the official websites of the Ministry of Health or the Epidemiology Unit of the Ministry of Health. There are gaps, repetitions and overlaps in information communicated to the public regarding the entire process of vaccination by multiple state officials and Ministers. It is crucial that this information emanates from a singular and authorized source, so that confusion amongst the public does not lead to mistrust in the vaccination process, potentially leading to a further health crisis.

TISL has also filed several RTI requests with the relevant authorities on these matters. Accordingly, TISL calls for the Government of Sri Lanka to provide to the general public, accurate, timely and comprehensive information regarding the following:

  1. The procurement of the Oxford Aztra Zeneca and other relevant vaccines
  2. The vaccine rollout plan for the general public including the criteria for selecting priority recipients of the vaccine
  3. Information relating to medical approval for the relevant vaccines

කොවිඩ් – 19 එන්නත බෙදාහැරීම සම්බන්ධව ප්‍රධාන ගැටළු දෙකක් TISL ආයතනය අවධාරණය කරයි.

ශ්‍රී ලංකාවේ කොවිඩ් – 19 එන්නත් කිරීමේ වැඩසටහන යටතේ, ශ්‍රී ලංකා රජය විසින් හදිසි භාවිතය සඳහා ඔක්ස්ෆර්ඩ් ඇස්ට්‍රා සෙනෙකා (Oxford Astra Zeneca) එන්නත බෙදාහැරීමේ ක්‍රියාවලිය පිළිබඳව සාමාන්‍ය ජනතාවට ප්‍රමාණවත් තොරතුරු නොලැබීම, ගැටලු සහගත තත්ත්වයක් ඇති කරයි.

මෙම ක්‍රියාවලියට අදාලව ප්‍රධාන වශයෙන් අවධානයට භාජනය වන කරුණු දෙකකි.

පළමුව,ලබා ගත් එන්නත් පිළිබඳව නිසි පරීක්ෂණයක් සිදු වන බවට මහජනතාවට සහතික විය යුතුය.

දෙවනුව,ප්‍රසම්පාදන සහ බෙදාහැරීමේ ක්‍රියාවලිය විනිවිදභාවයෙන් සහ වගවීමෙන් යුතු විය යුතුය.

පසුගිය වසරේ දෙසැම්බර් මස නම වන දිනට යෙදුනු ජාත්‍යනතර දුෂණ විරෝධී දිනය වෙනුවෙන් එලි දක්වනු ලැබූ ප්‍රකාශයේද සඳහන් කල ලෙසම, දූෂණය වැළැක්වීම සහ එන්නත් ප්‍රසම්පාදනය හා බෙදා හැරීමේ ක්‍රියාවලිය කෙරෙහි විශ්වාසය ගොඩනැගීම සඳහා වන ක්‍රියාමාර්ග ක්‍රියාත්මක කිරීමේ තීරණාත්මක අවශ්‍යතාව TISL නැවත අවධාරණය කරයි.

TISL ආයතනයේ විධායක අධ්‍යක්‍ෂ නීතිඥ නදීෂානි පෙරේරා මහත්මිය පැවසුවේ, ” එන්නත කඩිනමින් බෙදා හැරීම ආරම්භ කිරීම සඳහා රජය විසින් ගන්නා වෑයම සහ පසුගිය දින තුන තුල අතවශ්‍ය සේවාවන්හී නිරත ඉදිරි පෙළ කාර්යමණ්ඩලය සඳහා එය කාර්යක්‍ෂමව සහ වේගවත්ව බෙදා හැරීමට කටයුතු කිරීම පිලිබඳ අප ඉතා හොඳ අවබෝධයක පසු වන බවයි.”

කෙසේවුවද, කොවිඩ් – 19 එන්නත ඉතා තීරණාත්මක හා ජිවිත සුරක්ෂිත කරවන කාරණාවක් මෙන්ම, ලෝකය පුරා දුෂණ අක්‍රමිකතාවයන්ට මහා පරිමාණයෙන් භාජනය වීමේ ප්‍රවනතාවයක් සහිත දැවැන්ත මැදිහත් වීමක් බව රජය විසින් සැලකිල්ලට ලක් කිරීම අතවශ්‍ය වේ. ඒ අනුව,මෙම සම්පුර්න ක්‍රියාවලිය තුලම විනිවිදභාවය කිරීම සහතික හරහා දුෂණයට ඇති අවස්ථාවන් මැඩලීමට අවශ්‍ය සියලුම පියවරයන් ගැනීම සහ ඒ මඟින් මහජන විශ්වාසය සහ මහජන වගවීම ගොඩනැගීම ඉතාමත් වැදගත් සාධකය බවට පත්ව ඇත.

කොවිඩ් 19 ඇස්ට්‍රා සෙනෙකා කොවිශිල්ඩ් පළමු එන්නත් තොගය ඉන්දියාවෙන් ශ්‍රී ලංකාවට පසුගිය ජනවාරි 28 වන දින ලැබුණු අතර,ජනවාරි 29 වන දින සිට සෞඛ්‍ය සේවයේ සහ ත්‍රිවිධ හමුදාවන්හි ඉදිරිපෙළ ක්‍රියාකාරී පිරිස් සඳහා බෙදාහැරීමේ මෙහෙයුම ආරම්භ කරන ලදී.එමෙන්ම, ශ්‍රී ලංකාව කොවිශිල්ඩ් සහ බයෝ ඇන්ඩ් ටෙක් එන්නත් මිලදී ගැනීමට සැලසුම් කරන බවත් චීනය සිනොෆාම් එන්නත ශ්‍රී ලංකාවට පරිත්‍යාග කිරීමට සැලසුම් කරන බවත් වාර්තා වේ.කෙසේවුවද,මේ සම්බන්ධ ගිවිසුමේ ස්වභාවය සහ එම එන්නත සඳහා වන වෛද්‍ය නිර්දේශය ඇතුළුව අනුගමනය කරන ලද කිසිදු ප්‍රසම්පාදන ක්‍රියාවලියක් පිලිබඳ තොරතුරු වාර්තා නොවේ.

සෞඛ්‍ය අමාත්‍යංශයේ හෝ සෞඛ්‍ය අමාත්‍යංශ වසංගත රෝග විද්‍යා ඒකකයේ නිල වෙබ් අඩවිවල, සාමාන්‍ය ජනතාවට එන්නත් ලබා දීමේ රජයේ සැලැස්ම පිලිබඳ ප්‍රමාණවත් තොරතුරු සඳහන් කර නොමැත.විවිධ අමාත්‍යවරුන් සහ රජයේ නිලධාරීන් විසින් මෙම එන්නත් කිරීම පිලිබඳ සම්පුර්ණ ක්‍රියාවලිය පිලිබඳ ජනතාවට සන්නිවේදනය කරන ලද තොරතුරු වල හිදැස් සහ පුනරාවර්තනයන් දැකිය හැකි වීම ගැටලුකාරී බවක් ඉස්මතු කරයි.මෙම තොරතුරු බලයලත් මධ්‍යගත ඒකකයකින් නිකුත් වීම ඉතා වැදගත් වන අතර

එමඟින් තවත් සෞඛ්‍ය අර්බුධයකට තුඩු දිය හැකි වන අයුරින් මහජනයා අතර පවතින ව්‍යකුලභාවය එන්නත් කිරීමේ ක්‍රියාවලිය පිළිබඳව විශ්වාසය පලුදු වීම දක්වා වර්ධනය වීම වලක්වාලනු ඇත.

මෙම කාරණය සම්බන්ධව TISL ආයතනය තොරතුරු ඉල්ලුම්පත්‍ර කිහිපයක්ද අදාල අධිකාරීන් වෙත යොමු කර ඇත. ඒ අනුව,TISL ආයතනය ශ්‍රී ලංකා රජයෙන් ඉල්ලා සිටින්නේ පහත සඳහන් කරුණු වලට අදාල නිවැරදි, කලානුරුපි සහ පුළුල් තොරතුරු මහජනතාව වෙත ලබා දෙන ලෙසයි.

கோவிட் – 19 தடுப்பூசி வழங்குவதிலுள்ள இரண்டு முக்கிய விடயங்களை TISL சுட்டிக்காட்டுகிறது.

தற்போதைய அவசர கால நிலைமையை கருத்திற்கொண்டு இலங்கை அரசாங்கத்தினால் முன்னெடுக்கப்படுகின்ற ஒக்ஸ்போர்ட் எட்ஸ்ரா செனெஸ்கா (Oxford Astra Zeneca) கோவிட்ட -19 தடுப்பூசி வழங்கும் நிகழ்ச்சித்திட்டம் தொடர்பாக பொது மக்களுக்கு போதிய தகவல்கள் வழங்காமையானது பிரச்சினைக்குரிய நிலைமையை தோற்றுவித்துள்ளது.

செயன்முறை தொடர்பான இரண்டு முக்கிய விடயங்கள் கருத்திற்கொள்ளப்பட வேண்டியுள்ளது.

அஸ்ட்ரா செனெஸ்கா கோவிசீல்ட்டின் கோவிட் 19 தடுப்பூசிகள் முதல் கட்டமாக ஜனவரி 28 அன்று இந்தியாவிலிருந்து இலங்கைக்கு கொண்டுவரப்பட்டதுடன் அதனை முன்னிலை சுகாதார ஊழியர்கள் மற்றும் ஆயுதப் படையினருக்கும் ஜனவரி 29ம் திகதியிலிருந்து வழங்க தீர்மானிக்கப்பட்டது. மேலும் இலங்கை அரசாங்கமானது கோவிசீல்ட் மற்றும் பயோ என்ட் டெக் தடுப்பூசிகளை கொள்வனவு செய்வும் திட்டமிடப்பட்டுள்ளதாக குறிப்பிடப்படுகின்ற அதவேளை சீன அரசாங்கமானது சினோபார்ம் எனும் தடுப்பூசியையும் இலங்கைக்கு வழங்க தீர்மானித்துள்ளது. எவ்வாறாயினும், ஒப்பந்தத்தின் தன்மை மற்றும் அந்தந்த தடுப்பூசிகளுக்காக பெற்றுக்கொள்ளப்பட்ட மருத்துவ அனுமதிகள் உள்ளிட்ட தகவல்கள் மற்றும் பின்பற்றப்படும் கொள்முதல் செயல்முறைகள் குறித்து எந்தவித தகவலும் வழங்கப்படவில்லை.
