Transparency International Sri Lanka (TISL) convened a multistakeholder discussion on 9th July at Renuka City Hotel, Colombo, with the aim of strengthening transparency and accountability in campaign finance legislation.
The dialogue brought together officials from key government entities including the Commission to Investigate Allegations of Bribery or Corruption (CIABOC), Sri Lanka Police, the Auditor General’s Department, as well as representatives from election monitoring bodies, civil society organisations, the private sector, and the media. The objective was to facilitate an inclusive and in-depth dialogue with stakeholders to gather insights and feedback on strengthening existing legislation and aligning Sri Lanka’s Regulation of Election Expenditure Act No. 03 of 2023 with international best practices—particularly the Standards for Integrity in Political Finance—while also addressing the practical challenges of its implementation.
The event commenced with welcome remarks by Maheshi Herat, Deputy Executive Director of TISL, followed by an overview of the Standards for Integrity in Political Finance delivered by Nethmi Jinadasa, Senior Program Officer at TISL. The agenda also included an interactive group discussion on the implementation of the Act, with outcomes and recommendations subsequently presented by participants. The session concluded with closing remarks from Shaveendra Senarath, Interim Senior Manager – Programs and Fundraising at TISL.
This initiative aimed to foster inter-agency dialogue and build consensus towards enhancing transparency and accountability in Sri Lanka’s electoral process.
ட்ரான்ஸ்பேரன்சி இன்டர்நெஷனல் ஸ்ரீலங்கா (TISL) அமைப்பானது, தேர்தல் செலவின ஒழுங்குபடுத்தல் சட்டத்தில் வெளிப்படைத்தன்மையையும் பொறுப்புக்கூறலையும் வலுப்படுத்தும் நோக்குடன், ஜூலை 9 அன்று கொழும்பில் உள்ள ரேணுகா சிட்டி ஹோட்டலில் பல்துறைசார் பங்குதாரர் கலந்துரையாடல் ஒன்றை நடத்தியது.
இக்கலந்துரையாடலில் இலஞ்சம் அல்லது ஊழல் பற்றிய சார்த்துதல்களை புலனாய்வு செய்வதற்கான ஆணைக்குழு (CIABOC), இலங்கை பொலிஸ், கணக்காய்வாளர் திணைக்களம் போன்ற முக்கிய அரசாங்க நிறுவனங்களின் அதிகாரிகள், அத்துடன் தேர்தல் கண்காணிப்பு அமைப்புகள், சிவில் சமூக அமைப்புகள், தனியார் துறை மற்றும் ஊடகங்களின் பிரதிநிதிகள் கலந்துகொண்டனர். இக்கலந்துரையாடலின் நோக்கம், பங்குதாரர்களுடன் உள்ளடக்கிய மற்றும் ஆழமான கலந்துரையாடலை மேற்கொண்டு, தற்போதுள்ள சட்டத்தை வலுப்படுத்துவது தொடர்பாகவும், இலங்கையின் 2023 ஆம் ஆண்டின் இல.03 தேர்தல் செலவின ஒழுங்குபடுத்தல் சட்டத்தை சர்வதேச சிறந்த நடைமுறைகளுடன் – குறிப்பாக அரசியல் நிதியியலில் நேர்மைக்கான தரநிலைகளுடன் – இணைப்பது தொடர்பாகவும், அத்துடன் அதன் நடைமுறைப்படுத்தலில் உள்ள சவால்களைக் கையாள்வது தொடர்பாகவும் கருத்துக்களையும் பின்னூட்டங்களையும் பெற்றுக்கொள்வதாகும்.
இந்த நிகழ்வானது, TISL இன் பிரதி நிறைவேற்றுப் பணிப்பாளர் மகேஷி ஹேரத் அவர்களின் வரவேற்புரையுடன் ஆரம்பமானது. அதனைத் தொடர்ந்து TISL இன் சிரேஷ்ட நிகழ்ச்சித் திட்ட அதிகாரி நெத்மி ஜினதாச, அரசியல் நிதியியலில் நேர்மைக்கான தரநிலைகள் குறித்து ஒரு கண்ணோட்டத்தை வழங்கினார். சட்டத்தை நடைமுறைப்படுத்துவது தொடர்பான ஒரு கலந்துரையாடலும் நிகழ்ச்சி நிரலில் இடம்பெற்றதுடன், அதன் முடிவுகளும் பரிந்துரைகளும் பின்னர் பங்கேற்பாளர்களால் முன்வைக்கப்பட்டன. TISL இன் இடைக்கால சிரேஷ்ட முகாமையாளர் – நிகழ்ச்சித் திட்டங்கள் மற்றும் நிதி சேகரிப்புப் பிரிவின் ஷவேந்திர செனரத் அவர்களின் நிறைவுரையுடன் அமர்வு முடிவடைந்தது.
இந்த முன்னெடுப்பு, இலங்கையின் தேர்தல் செயன்முறையில் வெளிப்படைத்தன்மையையும் பொறுப்புக்கூறலையும் மேம்படுத்துவதற்கான நிறுவனங்களுக்கிடையேயான கலந்துரையாடலை வளர்ப்பதையும், ஒருமித்த கருத்தை உருவாக்குவதையும் நோக்கமாகக் கொண்டது.
