Background
Transparency International Sri Lanka (TISL) is the national chapter of Transparency International, the global movement against corruption. TISL works to promote integrity, transparency, and accountability in Sri Lanka through research, advocacy, public engagement, and strategic litigation.
As part of its ongoing research and policy work, TISL has recently completed an analytical study examining governance, transparency, and integrity risks in a key public sector domain. The study applies a detailed methodology to identify systemic risks, institutional gaps, and potential policy responses.
To support broader public engagement with the findings, TISL intends to implement a targeted digital communications campaign translating the report’s insights into accessible, engaging content for wider audiences. The campaign will primarily focus on social media platforms to raise public awareness, encourage informed discussion, and make complex governance and anti-corruption issues more accessible.
TISL therefore seeks to engage a Communications Campaign and Content Design Consultant to develop and produce a social media-focused communications package that effectively communicates the report’s key findings.
Objective of the Assignment
The objective of this consultancy is to design and produce a strategic communications campaign and accompanying visual content that translates complex research findings into clear, compelling, and accessible formats suitable for social media dissemination.
The consultant will be expected to breakdown complex analytical content, including technical methodologies, research findings, and policy implications, into engaging visual and narrative formats that are accessible to the general public, media audiences, and civil society stakeholders.
Scope of Work
The consultant will work closely with the TISL team to design and implement a social media campaign communicating the key findings of the report in all three languages (English, Tamil, Sinhala). The assignment will include, but not be limited to, the following tasks:
- Translate complex research findings and methodological insights into accessible, engaging, and accurate social media content.
- Develop clear storylines that communicate the significance of the findings and their implications for governance, transparency, and accountability.
- Draft concise, audience-friendly captions and messaging aligned with TISL’s communication tone.
- Design a series of visually engaging social media assets, including but not limited to infographics, social media carousel posts, visual summaries of key findings, and short explainer graphics.
- Ensure that the design and visual identity align with TISL’s branding guidelines.
- Translate complex methodological elements and analytical insights into formats understandable to non-technical audiences while preserving the accuracy and integrity of the research.
- Prepare a finalized set of campaign materials ready for publication across TISL’s social media platforms.
Expected Deliverables
The consultant will be expected to deliver the following:
- A set of designed social media content assets, including infographic-style visualizations of key findings, social media carousel posts, and short visual explainers summarizing the report’s findings.
- Final design files and editable formats for all materials produced.
Duration of the Assignment
The consultancy is expected to be conducted over a short-term assignment of approximately 3 weeks, commencing in March 2026.
Required Qualifications and Experience
The ideal consultant should demonstrate:
- Proven experience in communications campaigns, digital storytelling, and social media content design.
- Experience translating complex research, policy, or governance issues into accessible public-facing content.
- Strong visual design and infographic development skills.
- Demonstrated experience working with civil society organisations, governance institutions, research organisations, or development sector actors is considered an asset.
- Strong understanding of public interest communications and audience engagement strategies.
- Ability to produce content that is accurate, engaging, and visually compelling while maintaining the integrity of research findings.
Reporting and Coordination
The consultant will work under the supervision of the Advocacy and Research Team at Transparency International Sri Lanka and will coordinate closely with relevant team members responsible for the underlying research.
