Background
Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
This position is expected to provide legal advice to victims and witnesses of corruption and citizens that seek legal advice from TISL and refer victims and witnesses to relevant responsive institutions.
Scope of the role:
The post holder will be responsible for organizing and conducting awareness raising /capacity building and legal clinics for TISL’s stakeholders to promote anti-corruption and good governance measures. They will administer and maintain the Advocacy and Legal Advice Center (ALAC) & related platforms including RTI database and use that data to identify trends and patterns of corruption and advocacy opportunities including emerging corruption issues.
Responsibilities:
Program Management
- Ensure effective administration and maintenance of ALAC & related platforms including RTI data bases.
- Provide legal advice and take appropriate follow up/referral measures related to victims and witness of corruption and citizens that seek legal advice from TISL
- Designs and implement awareness raising and capacity building programs for TISL’s stakeholders as per organizational and project requirements.
- Manage RTI & ALAC clients in a competent and compassionate manner and maintain client records in the databases efficiently.
- Identify advocacy opportunities and emerging corruption areas using ALAC and organizational activity data.
- Update/refresh TISL team on new developments and any legal developments based on new learning and awareness.
- Designs and implement and support advocacy to combat corruption and governance issues
- Responsible for supporting Programme Manager and the team in ensuring programme and advocacy quality of TISL interventions in the field.
- Identifies corruption “hot spots” and initiate advocacy campaigns for systemic changes in consultation with the Programme Manager and/or Senior Management.
- Escalate information or issues as necessary for relevant action in a timely manner
- Identify possible areas for research and develop concept note for the surveys and evaluations under the guidance and in consultation with the relevant supervisor/s.
- Contribute to quarterly and monthly project reporting and presentations to stakeholders as required.
- Represent the organization in meetings and other under the guidance of the supervisor/s.
- Organize and conduct awareness raising /capacity building, legal clinics and other TISL interventions for TISL stakeholders to promote anti-corruption and good governance.
- Contributes to project reporting, advocacy and presentations as required.
Program Development
- Assist the team members/Management in special events, in proposal/concept/program development
- Analyse and review agreements, legislation and documents as required by the Supervisor/Senior Management.
- Liaise with Programme Managers to enable appropriate project resourcing.
- Assist the team and/or Communications team in developing and publishing of information, advocacy& education materials.
Management of resources and stakeholders
- Build and maintain strong communications with and between TISL.
- Liaises with lawyers’ network/referral networks and other stakeholders to contribute to organisational advocacy.
- Provide internal advisory services to the TISL team.
- Support and Initiate knowledge generation activities based on emerging issues.
- Collect relevant background information and documentation in order to respond to legal requests by the management.
- Maintaining a systematic and up to date record keeping, adhering to security protocols and TISL policies.
- Keep client data confidential at all times.
- Support and guide partners and collaborators of TISL.
- Be up-to date with all anti-corruption legislation in Sri Lanka.
- Participate as a resource person in external and internal engagements under the supervision of the Programme Manager.
- Ensure monitoring templates and client databases are updated regularly with all necessary information
- Comply with and promote TISL’s policies and practice with respect to organization’s code of conduct, equal opportunities and other relevant policies and procedures.
Skills, Qualifications and Experience:
- Bachelor’s degree in law and preferably be an attorney at law with experience of practicing in Sri Lanka.
- At least 3 years of similar level experience in either the public, private or civil society sector.
- Strong knowledge of the law; commitment and enthusiasm in the delivery of the organization’s objectives
- Ability to exercise sound judgment and discretion.
- Member of the Bar Association of Sri Lanka is preferred.
- Strong programme implementation experience
- Experience in community mobilization and facilitation
- Experience working with Government, other stakeholders & Legal networks.
- Sound understanding of the anti-corruption and governance discourse in Sri Lanka.
- Demonstrable experience in delivering effective training
- Ability to develop projects through creating strong links with stakeholders/partners
- Strong results orientation, with the ability to challenge existing mind-sets.
- Fluent in English as well as Sinhalese or Tamil
- Excellent skills in MS office
