Communications Content Development for Web Tool Launch

Background

Transparency International Sri Lanka (TISL) is the National Chapter of Transparency International (TI), the world’s leading movement committed to the fight against corruption. TISL raises public awareness on corruption’s impact on society and works closely with government, private sector, and civil society partners to promote integrity, transparency, and accountability.

 

Overall Objective

TISL is currently in the process of developing a web tool to strengthen information sharing and facilitate engagement of journalists/informants and complainants through a user-friendly format.

To effectively launch and promote this platform, TISL seeks the services of a professional developer to create a package of digital content, including a 2–3-minute animation video, social media materials, and campaign graphics, aimed at raising awareness and encouraging public engagement

This campaign should inform audiences about the platform’s purpose, highlight its features, and encourage active use among journalists, informants, citizens, and stakeholders.

 

Scope of Work

The selected team will be responsible for delivering a complete digital content package tailored for the tool launch campaign.

 

Tasks and Deliverables

Video

Develop a promotional video in Sinhala, Tamil, and English each (2-3 minutes long)

Videos should explain the platform’s purpose and key features and drive users to explore and engage with the site

Animated or mixed-media formats are acceptable; content must be visually engaging and accessible to diverse audiences

Social Media Content Creation

Design a set of social media-ready campaign materials, including:

Static graphics

Short animated clips

Platform walkthrough snippets

Content should be adaptable for Facebook, X, Instagram, YouTube, and LinkedIn

Content Development

Work collaboratively with TISL to develop scripts, messaging, storyboards, and visual concepts

Ensure all content is aligned with TISL’s branding, thematic priorities, and accessibility standard

Editing and post-production

Ensure all outputs meet broadcast and digital publication standards

Provide final deliverables in formats suited for TV, web, and social media

Deliver original project files to TISL upon completion

 

Proposal Submission

Interested creative teams are invited to submit a proposal containing:

Creative concepts and ideas for communicating the platform’s purpose through video and digital content

Sample taglines / key messages / call-to-action options

Portfolio or samples of relevant work (especially digital campaigns)

Company profile and qualifications of the proposed production team

Detailed budget and proposed cost breakdown for each content component

A tentative work plan and timeline indicating ability to meet the required deadline

 

Proposals meeting the above requirements should be emailed to tisl@tisrilanka.org by 22 November 2025.

The selected supplier will be chosen based on a value-for-money assessment. Shortlisted applicants may be invited to present their proposed concept to TISL.
