Background
Transparency International Sri Lanka (TISL) is the National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness about the damaging effects of corruption and works with partners in government, business, and civil society to develop and implement effective measures to combat it. TISL is based in Colombo and has three regional offices located in Matara, Vavuniya, and Kandy.
Overall Objective
TISL seeks the services of a dynamic and competent production team to develop a video in all three languages—Sinhala, Tamil, and English—to enhance public awareness and understanding of the Regulation of Election Expenditure law in Sri Lanka.
The first series of animated videos should clearly explain the Regulation of Election Expenditure Act. Through these videos, TISL aims to inform citizens and stakeholders, and encourage their active participation in strengthening political finance integrity.
Scope of Work
The selected production team will be responsible for the following tasks:
The videos must cover the following key aspects of the law:
- Importance of the Regulation of Election Expenditure Act
- Responsibilities of candidates and political parties under the Regulation of Election Expenditure Act, and penalties for non-compliance
- How citizens can engage with and participate under the Regulation of Election Expenditure Act. Future developments in campaign finance will help citizens to make informed decisions at elections.
The selected production team will be responsible for the following tasks:
Video Production: Create informative and engaging animated videos (3–4 minutes each) in Sinhala, Tamil, and English, covering the topics mentioned above.
Content Development: Work closely with TISL to develop the content for each video, ensuring clarity and relevance.
Video Editing: Handle filming, editing, and post-production to ensure the final videos are of high quality and meet the standards for broadcast on mainstream media, as well as for posting on social media.
Timeline
The production team must complete the video production by 31 August 2025.
Budget
The indicative budget allocated for this project is LKR 400,000.
Proposal Submission
Interested production teams are invited to submit proposals showcasing the following;
- Creative and inspirational concepts targeted at raising public awareness through the animated videos on the Regulation of the Election Expenditure Act in Sri Lanka.
- Proposed call to action/tag lines to highlight the relevant aspects of the topic. (This would be further developed with TISL’s input once the supplier is finalized).
- Ability to use videos on television, and social media
- Samples of similar past campaigns/work.
- Company profile/ qualifications of team members.
- Proposed cost breakdown for video development.
- Ability to complete the activity within the above deadlines. (including a rough timeline).
