Designation – Advocacy Officer 

 

Background  

Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Advocacy Officer is responsible for supporting different project activities and sectoral interventions under the guidance of the manager.  The post holder will be responsible to support and implement TISL’s advocacy strategy on local and international best practices and mechanisms that are underpinned by sound research.

 

Key Responsibilities:

  • Identify and maintain strong relationships with key government, public sector, civil society, citizen, private sector, media and international stakeholders related to TISL’s anti-corruption and governance reforms mandate at all levels.
  • Support to create and implement a cross-cutting advocacy strategy for TISL based on ongoing data/learnings and the organization’s Strategic Plan.
  • Implement advocacy elements of ongoing TISL programs, in tandem with program teams where necessary.
  • Conduct thorough fact-finding and investigations into emerging corruption issues and allegations, analyze information to determine an appropriate course of action.
  • Conduct research and support the advocacy team to develop strategies that promote transparency and accountability in governance.
  • Prepare detailed reports on findings from research and investigations, including recommendations for policy influencing and related advocacy actions.
  • Identify and support opportunities to engage on national, regional and international advocacy on anti-corruption issues.
  • Support and represent the organisation at public fora.
  • Support to design, draft and implement advocacy materials and tools including policy review.
  • Work towards the achievement of organization-wide objectives and results related to anti-corruption and governance reforms.
  • Assist the manager in developing and implementing the annual work plan and ensure a high standard of advocacy programmes.
  • Support the initiation and maintenance of organisational litigation.
  • Support initiation and conduct capacity development on advocacy topics and corruption issues as a resource person.

 

Qualifications:

  • A Bachelor’s degree in Social Sciences, Law, Public Policy, governance or a related field.
  • An attorney-at-law with 1- 2 years of relevant work experience. Alternatively, 3 years of advocacy and relevant work experience with a legal background.
  • Proven experience in research program and fact-finding investigations, proficiency in writing and digital literacy.
  • Knowledge and understanding of topics related to anti-corruption and a sound understanding of principles of governance.
  • Strong analytical skills with the ability to synthesize complex information into documents.
  • Excellent communication skills, with verbal and written fluency in one of the local languages (Sinhala / Tamil).
  • Demonstrable knowledge of how advocacy and research can be utilized in combating corruption with a good understanding of civil society organization functions.
  • Familiarity with legal frameworks and practices related to anti-corruption and governance.
  • Strong networking and interpersonal skills with the ability to work independently and as part of a team.
  • Diplomacy and tactful negotiation skills and experience engaging with governmental or non-governmental organizations focused on governance issues.
  • Ability and willingness to handle associated risks and willingness for national and international travel.
