Calling for Proposals to Develop A Two-Way Information Sharing Portal In Apesalli.Lk

BACKGROUND

Transparency International Sri Lanka (TISL) is the National Chapter of Transparency International (TI), the leading global movement against corruption committed to promoting good governance and eradicating corruption. As a local organisation, TISL raises awareness on the damaging effects of corruption, and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

OBJECTIVE

TISL seeks to enhance its existing site, Apesalli.lk by developing a trusted and secure two-way information sharing portal that connects TISL, investigative journalists, and informants or whistleblowers. This portal will complement the existing functions of Apesalli.lk by enabling a strategic and secure exchange of information. The goal is to foster collaboration, improve investigative leads, and strengthen the overall anti-corruption advocacy actions through a robust, interactive platform.

SPECIFICATIONS

The primary objectives for this development are threefold.

  1. To enhance security and anonymity option so that informants and whistleblowers can safely share information and upload evidence such as documents, images, and videos without fear of exposure.
  2. To facilitate strategic information sharing by allowing TISL to post calls for collaboration, seek investigative leads, provide updates, and support targeted communication with relevant stakeholders.
  3. To ensure sustainability through easy maintenance and robust access control mechanisms that govern user roles and permissions effectively.

A two-way communication module is essential, enabling TISL to post requests for information and updates, while users can respond securely. The system should notify users of new calls for collaboration. Users, including anonymous ones, must be able to request updates or provide additional evidence referencing a unique submission ID.

Access control must be role-based, differentiating permissions for TISL staff, journalists, and informants. The platform should feature an admin dashboard for managing submissions, calls, and users, with secure logging of journalist activity. Account profiles for those who opt to be publicly known, enabling direct outreach by users. Data security and privacy are of utmost importance.

All data, including communications and uploads, must be encrypted using AES-256 standards, with automatic metadata stripping to prevent identity leaks. The system should avoid logging IP addresses, device information, or location data where possible. Secure storage compliant with local data protection laws is required. The portal should consider automated flagging or redaction of accidental identifying information in submissions. Hosting the entire site under secure protocols must be evaluated.

The design should be modular to allow future scalability and feature enhancements.

Regular security audits must be incorporated to maintain the platform’s integrity.

PROPOSALS SHOULD INCLUDE

The developer is expected to submit a detailed technical proposal outlining ;

  1. The development approach, technologies to be used, timeline, and cost.
  2. Mock-ups for the new portal sections and features must be provided.
  3. A comprehensive security plan detailing data protection and anonymity measures.
  4. An implementation roadmap should be presented, describing phased development, testing, and launch activities.

Interested developers or organizations should submit their proposals, including design descriptions, sample layouts, prior experience, timeline, and team profiles.
