As in previous years, the Governance Report 2010 aims to stimulate debate on governance issues that have occurred between November 2009 and November 2010. The year 2010 gave birth to a series of governance issues as a result of the concentration of power on a particular entity or state agency. At a consultative meeting held in June 2010 with the participation of experts from varied fields, it was decided that the overarching theme of the Governance Report 2010 would be the concentration of decisionmaking power among a diminutive set of persons.
