Vacancy – Program Officer

Background

Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Scope of the role:

The Program Officer will be responsible towards initiating and implementing programs and project activities while ensuring they are conducted in line with institutional advocacy interventions. She will be responsible to support managing project budgets under multiple donors while ensuring organizational objectives are met, in alignment with the annual work plan. This position holds the responsibility of ensuring that the targets of the project are achieved in the best interest of the target communities, through proactive engagement with the key stakeholders.

In the event of unexpected and critical interventions of the organization, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Responsibilities:

  • Assist the supervisor in developing annual work plan and detail implementation plan.
  • Assist the supervisor in ensuring effective implementation of program and project activities of TISL interventions including appropriate project resourcing, in tandem with organizational advocacy.
  • Under the guidance of the supervisor, be responsible for initiating and day-to-day planning and supervision of specific program activities, and carry out associated administrative duties where relevant.
  • Initiate, draft, monitor and follow up on organizational Right to Information requests in a competent and timely manner and maintain RTI records efficiently.
  • Identify, track, fact-find and support responding to ongoing and emerging anti-corruption and governance issues.
  • Support drafting of narrative and progress reports in line with donor deadlines and updating MEL platforms, drafting of budgets and preparing presentations to external and internal stakeholders as required.
  • Design, implement and support advocacy to combat corruption and governance issues.
  • Contribute to reporting, advocacy and presentations and represent the organization in meetings and other fora under the guidance of the supervisor/s as required.
  • Assist the team and/or Communications team in developing and publishing of information & advocacy materials.
  • Identify and maintain strong relationships with key stakeholders including government, public sector, civil society, citizen, private sector and media stakeholders related to TISL’s anti-corruption and good governance mandate at all levels.
  • Be up-to date with anti-corruption legal framework and political context of Sri Lanka.
  • Participate as a resource person in external and internal engagements as required, under the guidance of the supervisor/management.
  • Support and represent the organization at public fora (panels, workshops, trainings, discussions, events etc.), including media appearances.
  • Ensure effective utilization and be accountable for effective use of organizational resources.
  • Maintain a systematic and up to date record keeping, adhering to security and other TISL protocols.
  • Inculcate expertise in the thematic areas.
  • Support branch offices, programs and other team members.
  • Comply with and promote TISL’s policies and practice with respect to organization’s code of conduct, equal opportunities and other relevant policies and procedures.
  • Hold self-accountable for decision-making, particularly with – drafting, initiating timely program activities, donor reporting, and related decisions being taken independently with less reliance on the supervisor, managing resources efficiently, achieving and role modelling TISL values to contribute to and support positive morale within teams.

Skills, Qualifications and Experience:

  • Bachelor’s degree in any discipline related Social Sciences, Management, Humanities or related discipline.
  • At least 2 years of similar level experience in NGOs or civil society sector.
  • Strong project implementation experience.
  • Experience working and networking skills with diverse stakeholders including Government and other stakeholders & legal networks.
  • Sound understanding of the anti-corruption and governance discourse in Sri Lanka.
  • Demonstrable experience in delivering effective training.
  • Ability to develop projects through creating strong links with stakeholders/hubs.
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Fluent in English as well as Sinhalese and/or Tamil.
  • Excellent skills in MS office.
