T0R – Development of a Web-Based Tracker for Monitoring the Implementation and Progress of Recommendations of two Technical Reports

Transparency International Sri Lanka (TISL) is seeking a qualified web developer or web development firm to design and develop a web-based tracker. We invite experienced and capable individuals or companies to submit proposals for this project.

Scope of Work
The selected developer will be responsible for the following tasks:

1.1 Objective
The primary objective of this project is to create a user-friendly and robust web-based tracker for monitoring the implementation and progress implementation of recommendations of two technical reports. The tracker will serve as a tool for citizens and other stakeholders, providing easy access to the recommendations, easy comparison and to monitor and assess the progress of implementation of the recommendations of both reports.

2. Development of the Web-Based Tracker
The selected developer shall develop a comprehensive web-based tracker that will include the following key components:
2.1 User Authentication: Implement secure and role-based access control for authorized users, allowing various stakeholder groups to access the system
2.2 Recommendation Database: Create a database to store the recommendations from the technical reports, categorizing them according to implementation timelines, themes and responsible authorities.
2.3 Progress Monitoring: Develop a system to track the progress of each recommendation, allowing TISL to update the status, responsible entities, and implementation timelines.
2.4 Reporting and Visualization: Create interactive dashboards and reports that provide an overview of the status and progress of recommendations. Users should be able to generate customized reports.
2.5 Notification System: Implement an automated notification system to alert TISL and parties who signed up for alerts, of upcoming deadlines, status changes, or new recommendations.

3. Data Security
Ensure the highest standards of data security and protection are in place, including encryption, regular backups, and data access controls to safeguard sensitive information.

4. Project Timeline
The project timeline should be defined in consultation with the implementing agency and must include key milestones, deliverables, and deadlines.

5. Engagement
Engage with TISL to gather input on the tool’s requirements, functionalities, and usability.

6. Training and Capacity Building
Provide training sessions to end-users and administrators on how to use the web-based tool effectively.

The selected vendor must provide post-launch support for a defined period to address any technical issues and ensure the tool’s continued functionality.

9. Upgrades and Enhancements
The selected vendor should be prepared to make necessary upgrades and enhancements as per the changing requirements of the project.

10. Budget and Financial Provisions
Detail the budget for the development of the web-based tool, including an estimate of costs for development, deployment, and maintenance.

11. Reporting and Communication
The selected vendor shall provide regular progress reports to the project oversight committee, including updates on project status, challenges, and achievements.

12. Evaluation and Review
The tool’s effectiveness and user satisfaction should be evaluated periodically. Recommendations for improvements should be considered and implemented as needed.

13. Contract Duration
The contract duration shall be defined in consultation with the implementing agency, with provisions for extensions if necessary.

The selection of the vendor will be based on a thorough evaluation of the proposals, including technical capabilities, experience, and cost considerations.

14. Proposal Submission
Interested vendors are invited to submit their proposals to by 30th November 2023.

The proposal should include the following:
14.1. Cover Letter:
A brief introduction to your company and your interest in this project.
14.2. Portfolio:
Examples of previous web development projects, particularly those related to knowledge repositories or content management systems.
14.3. Methodology:
A detailed outline of your approach to designing and developing the subject-based knowledge repository.
14.4. Timeline:
A proposed project timeline, including key milestones and deliverables.
14.5. Budget:
A cost proposal outlining the fees, expenses, and any additional costs associated with the development of the repository.
14.6. References:
Contact information for at least three professional references who can speak to your qualifications and work.

15. Evaluation Criteria
• Proposals will be evaluated based on the following criteria:
• Demonstrated experience and expertise in web development, particularly in creating web-based trackers or content tracking systems.
• Clarity and effectiveness of the proposed development methodology.
• Alignment with project objectives and timelines.
• Budget competitiveness.
• References and past performance.
• Contract and Terms
The selected vendor shall enter into a contract with Transparency International Sri Lanka specifying project details, responsibilities, payment terms, and other relevant terms and conditions.
