The Open Government Partnership (OGP) is a multilateral initiative that encourages governments to make commitments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governments, learning from each other’s experiences and in partnership with civil society and other stakeholders within the country.
More than 70 countries and a growing number of local governments—representing more than two billion people—and thousands of civil society organizations are members of OGP. Under the OGP, all participating countries are required to develop a two-year National Action Plan through a multi-stakeholder process to implement good governance initiatives in selected sectors (health, education, corruption, etc) in collaboration with civil society.
Sri Lanka joined the OGP in October 2015. Since then, two National Action Plans have been prepared, but the implementation of the 2nd National Action Plan was stalled after 2019 due to political challenges and the COVID-19 pandemic. However, showing a renewed interest in resuming the OGP initiative, the Government has now begun public consultation for the preparation of the third National Action Plan (2023-2025).

70க்கும் மேற்பட்ட நாடுகள் மற்றும் பெருகிவரும் உள்ளூர் அரசாங்கங்கள்-இரண்டு பில்லியனுக்கும் அதிகமான மக்களைப் பிரதிநிதித்துவப்படுத்துகின்றன மற்றும் ஆயிரக்கணக்கான சிவில் சமூக அமைப்புக்கள் திறந்த அரசாங்க பங்குடைமையின் (OGP) உறுப்பினர்களாக உள்ளன. திறந்த அரசாங்க பங்குடைமையின் (OGP) கீழ், சிவில் சமூகத்துடன் இணைந்து தேர்ந்தெடுக்கப்பட்ட துறைகளில் (சுகாதாரம், கல்வி, ஊழல், முதலியன) நல்லாட்சிக்கான முன்முயற்சிகளை செயல்படுத்துவதற்கு, பங்குபெறும் அனைத்து நாடுகளும் பல பங்குதாரர்கள் செயல்முறையின் மூலம் இரண்டு ஆண்டு தேசிய செயல் திட்டத்தை உருவாக்க வேண்டும்.
இலங்கை அக்டோபர் 2015 இல் திறந்த அரசாங்க பங்குடைமை அமைப்பில் அங்கத்துவ நாடாக இணைந்துகொண்டது. அதன் பின்னர், இரண்டு தேசிய செயல் திட்டங்கள் தயாரிக்கப்பட்டன, ஆனால் அரசியல் சவால்கள் மற்றும் கோவிட்-19 தொற்று காரணமாக 2 வது தேசிய செயல்திட்டத்தை செயல்படுத்துவது 2019 க்குப் பிறகு ஸ்தம்பிதமடைந்தது. இருப்பினும், அரசாங்கம் தற்போது திறந்த அரசாங்க பங்குடைமையை மீண்டும் நிறுவுவதில் ஆர்வத்தை வெளிப்படுத்துகிறது, மூன்றாவது தேசிய செயல் திட்டத்தை (2023-2025) தயாரிப்பதற்காக பொதுமக்களின் கருத்துக்களை கோருகிறது.
