Terms of Reference for Consultant – Short term Assignment Develop Strategic Plan 2016-2020

Background:

Transparency International Sri Lanka (TISL) is the Sri Lankan chapter of Transparency International a leader in the global movement to fight against corruption. TISL currently is seeking the support of an external consultant to develop a strategic plan to guide the organizations work for the period 2016-2020. The consultant is expected to work closely with TISL staff and Board Members and carry out consultations with a select group of stakeholders while developing the Strategic Plan.

Objectives:

To contract a consultant to assist TISL to prepare a Strategic Plan which will set the context, identify priorities, map action plans and indicate anticipated results for the next 4 years, based on a clear assessment of its existing resources and capacities.

Scope Of work:

  1. Review of organizational documents, relating to the operation and programme structure, finances, staff hierarchy, management, history, activities, projects and policies of TISL so as to understand the current status of the organization.
  2. Conduct interviews and consultation meetings with TISL staff, Management, Board members and other relevant stakeholders (one on one/phone-interviews/Focus Group Discussions) to identify current status, future challenges and individual recommendations
  3. Development of the Strategic Plan in conjunction with the TISL team: review the present theory of change, SWOT analysis, and organizational structure, including the existing human resource management policies, internship/management strategy, Visibility and fundraising strategy, Partnership and communication strategy, including a proposal for sharing information with its members.
  4. Presentation of the Strategic Plan to staff, Management and Board Members to have the Strategic Plan fully understood and embraced by the involved parties.
  5. Submission of final Strategic Plan 2016 -2020 Document.

 

Deliverables:

A document which details the 2016 -2020 Strategic Plan of Transparency International Sri Lanka

Required qualifications and experience:

The potential candidate must possess the following:

  • Post-graduate degree in Planning or Management or related field, preferably Strategic Planning expertise ;
  • 10 years of experience in strategic planning, performance monitoring, organizational consulting, change management, and performance improvement, especially in helping NGO sector clarify mission and strategic direction;
  • In-depth knowledge of Sri Lanka and the political environment in which TI Sri Lanka operates;
  • Excellent facilitation and interpersonal skills;
  • Excellent communication skills and spoken and written skills in English. Sinhala and /or Tamil an asset;
  • Proficiency in computer applications, including the internet;
  • The ability to work effectively as part of a multidisciplinary team;

Timeline: 2 Months

Payment: Total Budget SLRs.650, 000, including consultancy fees
