About Competition

Transparency International Sri Lanka is conducting a short film competition and is calling on individuals or groups to submit their screenplays under three anti – corruption themes. Entries will be evaluated by a panel of judges, comprising of renowned experts in the film industry, with the winning screenplays being produced and disseminated at a public screening. TISL is looking to develop local talent in the film industry and to spread the message of combatting corruption through the film industry. 

 

Only one winning screenplay will be selected for production under each theme. Applicants can only make one submission to the competition. Upon the submission of the initial draft script, the shortlisted applicants will be invited to an interactive workshop on anti – corruption mechanisms, where three experts on film making will also share their experiences.  

*Transparency International Sri Lanka (TISL) is the National Chapter of Transparency International (TI), the leading global movement against corruption. TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Submission Themes

Screenplays should be developed around one of the central themes listed below 

The Role of Youth in Combating Corruption

Youth play an integral role in combating corruption in a country. According to the 2018 Global Corruption Barometer Survey, 80 percent of Srilankans identified corruption as a major problem in government. Submissions under this theme should focus on the different means by which youth can actively fight corruption, e.g- Using the Right to Information Act, Using Social Media Platforms to Raise Awareness, Engaging with the Commission to Investigate Allegations of Bribery or Corruption.

The Disproportionate Impact of Corruption on Women

Corruption has varied impacts on different social groups and identifying these disproportionate impacts is key to addressing these issues. Submissions under this theme should look at the different experiences that women face when encountering corruption, e.g – Sexual Bribery, Political Participation, Accessing basic public services.

Large Scale Incidents of Corruption

Large scale incidents of corruption involving abuse of high office can create losses in millions. These crimes often go unpunished. Submissions under this category should focus on the impact of such losses on the people and the responsibility of different stakeholders in bringing those responsible to justice.

Submission Guidelines
and Criteria

  • Screenplays can be submitted in Sinhala, Tamil or English
  • Screenplays must have a clean cover page. This means the title only on the cover, no author’s name/contact information.
  • Applicants should be under the age of 35
  • Planned duration of the short film should be under 15 minutes and no less than 5 minutes.
  • The screenplay should be the original work of the author/s.
  • Scripts should be submitted in pdf format through e-mail to tisl@tisrilanka.org under the subject “Short Film Competition” on or before the mentioned deadline.
  • Personal Information including Contact details of the applicant or applicants (in the case of a group submission) should be mentioned within the e-mail.

Selection Criteria

  • Submitted screenplays will be judged based on the following criteria: –
    • Concept
    • Plot
    • Characters
    • Dialogue
    • Structure
  • Shortlisted applicants from the first round of reading will be invited to an interactive workshop.  
  • One winning short film will be selected under each theme.
