Position Paper: PROCESS OF COPE – FINDING THE GAPS AND IMPLEMENTATION OF RECOMMENDATION

Public accountability of public finance, is one of the cardinal principles of a participatory parliamentary democracy1, which historically, in constitutional traditions are closely connected to civil liberties. As such, full control over public finance is constitutionally vested in Parliament.2 Financial oversight of the public purse is facilitated by the Committee on Public Enterprise (COPE), and the Committee on Public Accounts (PAC). This position paper examines the workings of COPE.
