TISL launched a Citizen’s Handbook outlining the services provided by Divisional Secretariats in Sri Lanka on the 22nd November at the Mawathagama Divisional secretariat in Kurunagala District.

Titled ‘Puravesi Athwela’ it comprises instructions in Sinhala to the public on how they could conveniently obtain services from the Secretariats. The services and relevant documents are explained in simple language in the handbook.

The first copy of the Hand Book was handed over to the divisional secretary Mahinda  Ekanayake by Chairman TISL M.D.A.Harrold. Public officials, Grama Niladaries and the general public were present at the launching ceremony.

The decision to release a handbook was the result of findings during anti- corruption programmes conducted by TISL at several divisional secretariat divisions when it became evident that the public are victims of corruption due to lack of awareness.

It was revealed that if the public was educated on how services could be obtained, there wouldn’t be a place for middlemen to earn a quick buck.

3000 copies of the Hand Book will be distributed among the households in the Division free of charge.

  1. Even though there are lot of valuable information there, I don’t think it address the problem we have in Srilanka,

What we need is independent agency to report such corruption and prosecute them without political interference

No point telling people what to do unless telling people what to if someone didn’t their job properly or corrupted
