EU funds project to enhance Accountability in Local Governance

Transparency International Sri Lanka (TISL) is implementing its newest project funded by European Union (EU) to enhance the demand for accountability in Local Governance in three districts – Anuradhapura, Polonnaruwa and Ampara.

The objective of the project is to promote a more accountable public service through enhanced knowledge and citizen’s participation in governance. The preliminary round of Focus Group discussions, key informant interviews and village meetings in the three districts has been completed.

`Over 40 stakeholder consultations have been held with both public officials at the local government level as well as CBO’s, women’s groups and religious leaders.

The information and experiences shared during these meetings will be fed into the Citizen Report Card (CRC) questionnaires presently being drafted by the research team. The objective of the CRC Survey is to identify and present the citizens’ experience in accessing public services. Given its unique nature, the citizen report card will enable the level of service user satisfaction/dissatisfaction to be quantified, making the information more reliable and useful for identifying remedial actions.

Parallel to the survey, several demand driven capacity building programmes for Community Based Organisations (CBO) and public officials are being organized at field level with the aim of equipping them with the knowledge and tools to engage in a more participatory process of governance.
