The Good Governance Actors Join Hands

The Minister of Public Administration and Good Governance Karu Jayasuriya requested Transparency International(TISL) Sri Lanka to work closely with the Ministry to improve the efficiency and independence of the Public Service Commission once its scope of work is determined by the  under the 19th amendment.

The Minister also sought the suggestions and support to make the commission more effective. He made this request when TISL representatives met with him to introduce findings of a study done on the present Public Service Commission.

Subject to the provisions of the Constitution, the Commission is vested with the powers of appointment, promotion, transfer, disciplinary control and dismissal of public officers.

The TISL study has identified the ineffective procedures and several other shortcomings due to the inaction of 18th amendment in 2010. The study midterm and long term recommendations improve the independence of the commission.

The Public Service comprises of approximately 1.3 million public officers of which over 400,000 (including about 80,000 Police Officers) come under the purview of the Public Service Commission in accordance with the Constitution.

The Minister has asserted that good governance is the starting point of change and added that reforms launched by his government are aimed at boosting growth of the public service and improve quality of life.

At the discussion TISL was represented by its former Chairman M.D.A. Harrold, former Secretary of Post & Telecommunication Piyathissa Ranasinghe, Senior Manager Shan Wijethunge, Senior Manager Shantha Kulathunga and Manageress Sashee de Mel and Nauli Wimalarathna.

Secretary to the Ministry R. Dadellage along with host of officials were present at the meeting.
